Underwater City is the section of the city for oceanic/sea creations and stories. It is ruled by King Ochopatas and his daughter Princess Polipo, who are octonoids. Gemini travels through Underwater City on the way to Candy Island in Toonopolis: Gemini where he discovers that the princess was kidnapped by The Candemon, who had stolen Roy G. Biv's source of power.
